(1) According to rule 5, if the amount accumulated in the fund has to be spent for the administrative work of the fund, the secretariat should prepare a proposal with the reason for such expenditure and submit it to the technical committee for approval.
(2) After the proposal according to sub-rule (1) is approved by the technical committee, the secretariat can spend the amount as per the written proposal.
(3) The extent of the amount to be spent according to sub-rule (2) may be determined by the technical committee.
